A growing number of communities across the U.S. are looking at the challenge of homelessness in a new way. As part of the Built for Zero movement, and with support from Rocket Mortgage®, these communities aren't just helping individuals experiencing homelessness, they are rebuilding how they respond to homelessness with one goal: ending it for good.

In this intimate short documentary, VICE went to Bakersfield, California, to join Frank Miller, a Street Outreach Coordinator with the California Veterans Assistance Foundation (CVAF) and a formerly homeless veteran himself, to see how these agile, data-driven methods are having lasting success and how he is helping give back to the community that helped him.
